Horseshoe Bay POA holds annual meeting, elects officers

Horseshoe Bay Property Owners’ Association President Karen Calderon-Schweitzer presided over the 2025 annual members meeting on Saturday, March 15 before an audience of 30 residents and brought good news.

The lawsuit filed by the HSB POA against five HSB Resort entities in May 2024 may be coming to an end. Calderon-Schweitzer announced that the parties signed an agreement resolving their differences on March 14, just one day before the annual members meeting.

Calderon-Schweitzer said the lawsuit resolution was accomplished through the "great effort of the POA Board, especially those serving for the past 18 months,” and she “looks forward to a happier and more united life in HSB” going forward. Terms of the settlement agreement were not made public prior to press time.

Board member Rick Overholt, as chair of the nomination and recruitment committee, announced that Forrest Covin and Bryce Harris were elected to fill the two seats up for election this year on the POA board of directors.

Overholt praised the dedication and service of the two outgoing board members, Calderon-Schweitzer and secretary Yuki Graves. Then he offered some insight for the new board members, saying that his early days on the board were like “drinking water from a fire hose" because there is so much to learn about the scope of the board’s governance.

The annual members meeting was brief and no one in attendance chose to make any comments to the board. None of the audience opted to stay for the organizational meeting of the new board. As Calderon-Schweitzer's last official act, she called the organizational meeting to order and stayed on the dais until a new board president was elected. Roach was elected president, Overholt was elected vice president, Belinda Roberts was re-elected as treasurer, and Cynthia Clinesmith was elected to serve as secretary of the board. All votes were unanimous.

In this board election, POA members could vote electronically or with traditional mail in paper ballots. A third party vendor conducted the eVoting process and tabulation. The paper ballots were counted by a team of volunteer tabulators including Wayne Brascom, John James, Mary Monk, Jill Petronio and Annie Simonson. The tabulators completed their task in three hours on Friday afternoon.

The combined eVote and paper ballot results were: Covin (1,004 votes); Harris (888.5 votes); Calderon- Schweitzer (680 votes); and Graves (498.5 votes). In an interview this week, POA Executive Director Sandra Moravitz explained how a candidate can receive a partial vote in a board election. The number of Maintenance Fees a property owner is assessed equals the number of votes the property owner is entitled to cast. Some properties have split ownership that is not replated, so each such property owner is assessed one half of a maintenance fee, which equates to a half vote to be cast.

Board terms are three years, so Covin and Harris will serve from March 2025 until March 2028. The next POA board meeting will be on Wednesday, April 16 at 9 a.m. at Quail Point Lodge.
